I think the top is the rotor you want. I believe the 2wd Excursions used conical bearings the are held by the hub. The rotor serves as the hub. A quick way to tell would be to pull a front wheel off and look for the extra nipple cast into the center of the rotor that the bottom one doesn't have.
Also, make sure you do not mistakenly buy rotors for an 05 F250 2wd...they are completely different because of the front end width change on Super Duties in 2005. Might be a long shot, but I did that once.
The top one is the one you'll need for the front. The rears will look just like the bottom ones. You also need to remove the cotter pin to remove the rotor.
Be sure you grease that thing up and pack those bearings good!
Above all MAKE SURE they're torqued to the proper spec! Too tight and you'll be replacing the bearings!
I confirmed that the one with studs is the proper one to use for the front of my 2000 2wd Excursion. The one without studs is the front rotor for the 4x4.
And if you have a 2wd, you need to pop the hub, pull the cotter pin and remove the center nut. 27mm I believe. You will also have to pull and repack the inside and outside bearings on each side.
