I have a 2002 7.3L and have noticed some issues with the throttle. It is hard to explain, but it feels like there is a spot on the pedal that is dead. When accelerating it is fine, but if I was to hold at 45 mph, and you are feathering the pedal with your foot to maintain this there is an area in the travel that the engine has no response to.
I now the day's of cables are long gone, so I was wondering if there is some type of switch under there that transmits the data? The only other thing I am wondering is if it would be the CPS acting up, but from what I've read those usually make the truck DOA.
Dirty TPS. Look at the top of your pedal and you'll see the TPS. You might be able to clean it by spraying contact cleaner on it (Radio Shack or other electronics store will have it). One way to be sure is to get to that speed and set your cruise - then hold the accel button to see if it's smooth.
