Yes. The slight sloshing heard when flipping the shock over by hand is normal in the 9000XL.
In previous versions of the 9000 series (9000 and 9000X), such sloshing is not heard because the shock bodies are "fuller" (albeit smaller reservoir volume), and they have no gas charge per se. The aeration control is by virtue of the trapped gas within the spherical cavities of a closed cell foam sleeve in the older 9000 series.
It is very important (in fact, impertive) to mount the 9000XL shock body end down, rod end up. The older 9000 series were more forgiving in this regard, and could be mounted rod side down, and in fact a few applications of the older 9000 were directed by Rancho to be mounted rod side down.
A lot of people building custom buggies in the late 90's were using 9000 series shocks rod side down, to keep the unsprung weight lower (although it is debateable why that would matter on a rock crawler with 2.5 ton Rockwell axles, but that's besides the point). The point is you COULD mount a cell foam shock either way, but you CAN'T mount the new 9000XL shock both ways. The close up pic I posted earlier shows a big fat arrow on the XL version. The original 9000 had no such arrow.

Mine rode pretty good at 162k miles on the shocks but now it is much more stable in the bumps and dips.
