does anyone know why that rubber piece is sitting too high?

pin is not seated correctly...???i never took it out but it looks like it might be down farther than it should be causing the to not rotate...ouch...
Autozone just called...let you know how it goes...
picking up a new remanufactured one.
That rubber peice is supposed to sit that high, I thought the same thing when I swapped out my distributor.
found TDC and the rotor wasnt facing the right way...
pulled distributor turned rotor to face the 1 on the cap....
put it back in the right way ...
and
now shes running again...better than i ever had it runnin...
reminder....do not file your magnetic pickup or your reluctor teeth to clean them.it is NOT a point system...
thought it was running great...
I set the timing to factory("on the valve cover #s")12BTDC....
so now it seems to be missing a bit at idle and backfires on the highway..
any ideas?
i noticed my vaccuum advance tube is weathered...maybeits not a good seal?
