Okay well I didn't make it to the store before I busted my knuckles, the hood of the dually (weight down by ice) slammed on my hand. I know have three lovely Angry Birds bandaids on. LOL. The belt, as it turns out, was not all the way broken, but instead half of the size it used to be. Does that make sense? So I am back and I'm checking all these pulleys. I don't know how they are supposed to move so I'm not sure if it's smooth or not, all of them seem smooth except 2, one only has a tiny bit of movement when I wiggle it, the other a bit more, but the very bottom pulley in the middle will not turn by hand, is that one supposed to free wheel? It looks like #6 on your diagram.

No I went out and checked them 255/75/16 and I posted that after my mistake of 185/75/16.
Sorry. My mistake. They sure look "fat" in the pictures--more like what I would expect a 285 mm tread width to look. A 255 mm tread width would look almost "stock", other than being 10 mm skinny.
Saw your video. Bottom pulley is probably on the crankshaft (hard to tell from video). It should not move by hand. Upper pulley that wiggles probably has a bad or failing bearing. I would guess you need to replace it. If it move excessively or "drags", this could cause the belt to fail prematurely.
The first one that wiggles is the Power steering pulley, the one that won't move IS the crankshaft and the shinier one is belt idler pulley at the top. Now can you retell me what you said based on those so I know which one you think I need to replace?

Sounds like you need a new power steering pump (ouch!). I am out of the country and don't have a shop manual handy. I am assuming that shaft is directly connected to pump gears and rests in bearings on front/back of pump housing. These bearings are shot and it may only be a matter of time before pump seal blows out.
You could replace belt for now and wait for warmer weather. I would replace belt again when power steering is replaced as the new belt could be "stressed" by this wobbly pulley.

This is a total guess on my part. A good Ford 7.3 L diesel truck mechanic has probably seen this before and could answer these questions about both PS pump and the effect on the belt. The only good thing is that it looks like this pump is not outrageous on price. Installation cost, I don't know.
