The best tool to use is a 1/2" breaker bar or a 1/2" ratchet.

I suggest the breaker because it has a longer handle providing better leverage, which means less arm strength is needed. Not that you're weak, but it's always better to work smart, not hard

Check all your pulley's, like you mentioned, to make sure they rotate properly.
Hopefully the power steering, AC, and alt pulley's are still lined up properly with the crank pulley.

Is the dually a dual alternator setup? If not, just pull the belt from that rig and install it on the Ex, then drive into town to get a new one.

Just look for the tensioner. It's like this:
The breaker bar or ratchet head gets placed in that square, then rotate the tensioner to release the belt.
Here's the routing for the belt:

Now, belts can just break can't they? It doesn't mean one of those pulleys is locked down does it? How hard exactly is it to put a new belt on? Could one of your wives accomplish this on her own with no tools? lol
Probably you meant 285/75/16. Stock size was 265/75/16. So, your tires are 20 mm (about 3/4") wider than "stock". Due to multiplication factor, your tires are also very slightly bigger (3.5%) in diameter than stock. I estimate diameter of 32.8" for 285/75/16 versus 31.7" for stock size of 265/75/16.
