Yes. High beam fuse was so loose inside the fuse block it wasn't making contact. I had to put two metal strips on each side of the fuse to snug it in. No troubles since doing that.
I don't know much about this particular switch. If I were in your position and time was an issue you could buy a known good one and swap it out. If it works you're on your way, if no change you've eliminated the switch as the culprit.

Does the high beam dash indicator lamp come on. It is powered by the same fuse. LT GRN/BLK wire. If the HI beam indicator is not coming on there is a problem at fuse 16 underhood.
Same color wire going to the head light bulb connector for high beam. Pull the bulb connector and use your test light to see if the battery is getting all the way to bulb.
If you don't have DRL you can just ignore that portion of wiring diagram.

Thanks Robin. Yes, the Hi-beam indicator on the dash comes on, and I replaced fuse 16 just to be safe. It lights the test light like it should.
I will get under the hood with test light and see what I can find out. No DRL.
checked power on original plug, and there is power where there needs to be. this makes me believe it is one of the relays of the harness. will tear further into it when time and weather permits.
