Flash-to-Pass lights to High beams?

Flash-to-Pass lights to High beams?

I've been kind of disappointed with the coverage of my high beams, but am pleased with the "Flash-to-Pass" lights, which allow highs, lows, and fog lights on simultaneously. Anyone know of a way to bypass/rewire the switch to enable this as the highbeams(instead of holding back the lightswitch)?

They don't work like that because it is against the law.
Yes, a law against having too many bulbs on (at the same time) the front of a vehicle.

Otherwise, it would have that feature.
