Oil leaking past / through intercooler boots?

I would start by getting the properly sized/diameter and length boots. Clay at RiffRaff can help you with that and good clamps if you need them. I am surprised to say the least that your truck is not running like utter crap.
I cannot imagine that rigid pipe seals very well.

Build a boost leak detector, spray everything with soapy water and you'll see if you need to replace your boots or not. Don't bother pulling the intercooler and cleaning it out for oil. These trucks will run on oil and there will not be enough oil collected anywhere to justify the work to do it.

That doesn't look like the stock boot or intercooler for that matter.
Yes it's normal to get some seepage past the boots. I vented my CCV quite awhile ago and still get a little coming out of the cold side boots, since I did not clean the CAC out. However if the oil seal on the cold side of the turbo is leaking oil into the compressor housing like mine was it will be much worse.
