I wonder if FORD changed the position of the fuse, because my l99, from the manual, is located in the engine bay

Timmy, your electrical system has not got a lot in common with a 2002's. The under-hood fuse block was completely eliminated between 2001 and 2002.

This whole thread got started off on a wrong foot.

Yup. The following applies to the 2002's and first-quarter 2003's:

Power Point is Fuse #4, 20 amps.

Cigar Lighter is Fuse #12, also 20 amps, and also feeds the Data Link connector.
