replacing up-pipe?
Also looking at exhausted upgrade and saw a banks system that looked pretty good and suggestions? According to scangauge ebp is like 21 at 60 mph does that sound right?

when it is consistantly over 15 degrees i would consider it, mine was at about 37 degrees when i pulled the trigger to do it
Are you trying to knock out all the isses at once, or are you ok with monitoring the ECT/EOTs and knowing you will probably be back under the hood to replace the oil cooler later on?
The up pipe really isnt anywhere near the oil cooler, so its replacement should have little bearing on your decision about your oil cooler R&R, except for you'll have your tools out and your head under the hood.
What your thoughts on blocking egr with plug in up pipe ?

Your 03 has the round cylinder-shaped EGR cooler, correct? If so, that EGR cooler is more robust and less failure prone than the later square shaped one. So I guess i wouldn't worry about it failing quite as quickly due to oil cooler blockage or hot exhaust temps.
Do you have smog testing where you live? If not, you can certainly block the up-pipe to EGR cooler connection. I think I'd probably plug it, if smog testing isn't a concern and your already going through the effort of replacing the up-pipe. Make sure you still clamp the up-pipe to EGR cooler connection though. I seem to recall that not doing so can lead to cracks in the up-pipe bellows.
Beyond that, you could also eventually install a spool valve in place of the EGR valve, to eliminate the possibility of EGR valve failure (and to close off the other end of the EGR cooler). However, you should properly investigate this modification, as newer programming versions may be affected. I don't think it will on a 2003, but it might.
FYI... here's what I did to my 03 several years ago....
The spool valve I put in place of the EGR valve:

Butchering the EGR cooler to make a crackpipe...
The crack pipe I made out of my EGR cooler....
Crack pipe bolted to the intake...

if you know what you're looking for, you can see the plugged EGR port on the up-pipe in this picture...
I'm not claiming this is the right thing to do. Like I mentioned before, newer flashes may cause this type of modification to be an issue (fan operation or boost may now be affected, I don't know for sure but it's possible). Also, the rubber hose I ran from the oil cooler to the crackpipe may have been prone to failure, as most of the EGR delete "kits" that are available have a metal pipe instead.
Just a few ideas for you.
