I would think the ivs as well. Not sure what years it's integrated into one assembly. The ivs is a micro switch and should be able to hear it click on/off as you press and release the pedal. If you try that test I would do it with the key off so it's easier to hear.

I took the pedal off, and pressed the pedal and watched the tab go up then back down, so I do not think thats sticking.
