I have a 2003 7.3 with no start issues. i let it sit over night and was able to start it with a little help from starting fluid. while hooked up to a snap on scanner i watched the ICP at idle and it started off at 500+- psi and slowly dropped to about 400 and tried to die. i then gave it a little throttle and it will run at higher rpms. wondering if it is my ICP, IPR, or if it could be my HPOP. One other thing. At crank my ICP pressure reads 0 and my sensor looks a little wet. could this be my problem. every time my buddy sees a problem with icp he always assume HPOP. trying to start off on the cheaper side haha
If there is oil in the plug connection on the ICP, it would be a good idea to change it. Have you disconnected the ICP and started the truck to see if it will idle good?
Thanks for the quick reply. I have disconnected the sensor. It stumbled a little and then it cleared but still wouldn't keep my truck running when I let off the throttle. I reckon I can start with the ICP sensor.
While you're cranking and showing 0 psi on the ICP, is the IPR % climbing or maxing out, or does it stay low? As you crank, the IPR % should increase to over 60% if it's not starting.
You're saying that as ICP drops off and the truck stalls, the IPR % does not increase any? Does the IPR % change or act any different if you unplug the ICP sensor?
Also, I'd try to avoid the starting fluid. It can be catastrophic on a diesel. If you must use it, at least disable the glow plug system. Welcome to FTE.
Sorry to jump in but I just started having very similar symptoms, will start but idled very rough and noisy. Cleared up after a few minutes.
I know the ICP might be an issue, Ford wants 185!! Really.

01 F250 7.3 203,000. 60 degress in Houston this morning.(not really a cold start)
Changed out my HPOP and ipr and icp with one my buddy had laying around. Still no start and read a P1211. Swapped the IPR back out and cleared codes and still no start. My duty cycle was right at 65%. Cranked for about 15 seconds and my ipr finally climbed to 200. Any chance my CPS may be causing any of this with no codes? This is the first time I've been so stumped that I am ready to put a match to it. I'm sorry frustrated. My truck is my paycheck.
I'm having the same problem with my truck but once you get it started ( with a rag with gas on it ) it will run all day but if you cut it off it will not restart
