I can feel it go into 4w H and 4w L. It just feels like there is no gearing change and also does a 203 have neutral ?

The 203 does have a neutral. Depending on what shifter you have it should be in the middle. Unlock your hubs, put the t case in neutral and the front driveshaft should spin freely.
