Ok..its easy.... first time doing it though. Mine is an '02 and has the oragen and green fittings on the ends of the fuel lines. You press in on the color stripe and pull off the line. They come right off. They go back on the same way but make sure you hear the click to make sure they connected fully. The thing which was harder was to get the old filter out of the filter holder/bracket. I had to WD40 the outside of the old filter then try to push it out. I eventually just pryed the clasp open enough to pop the old one out and popped the new filter in. I loosened the nut which holds the bracket to the rail with a 13mm socket. It gave me a little more play room. Now that I've done it once, I'll be able to do it again in about 5 min. next time.
You don't need a special tool for the 2000 + rangers. There are 3 hoses and 3 clips. The clips just pop off with a small screw driver.
To relieve pressure in fuel line:
Locate Inertia switch on passenger side, by kick panel under dash. Remove connector from inertia switch. The switch looks like a square box with a large push button on top.
After disconnecting switch, start engine. The engine will run about 3 secs before it dies. Pressure is now released.
When filter is replaced then reconnect switch and turn on ignition but don't start the truck. Let the fuel pump run a few seconds to pressurize the fuel line. Start engine.
If it is a V6 4.0L, no tools are necessary. A 13mm wrench may be needed if you change or remove the filter bracket, which isn't necessary unless the new filter is a different size diameter like mine was. Release the pressure on the fuel system, then locate filter under truck on inside frame drivers side mid way back. If you have plastic fuel lines with a green or orange band, simply press the band down. While pressing the band down, pull the fuel lines off one at a time. Caution should be taken as fuel will run out of the lines and filter. Should be a 10 minute or less job for us laymen.
i broke 2 of my green clips and my truck is useless until i can get the fuel filter to stay on. can you please tell me where you got replacement clips?? any information would help a lot.

You have two options. The last time I broke a couple of clips was on my daughter's 05 Focus. In a bind I had some ty-straps for bundling wires together. What I did was looped one to each end of the fuel line and filter. Threaded another through the two, snugged the two up tight and pulled the third one tight to put pressure on the lines.
Later I found a kit on Ebay that came with an assortment of fuel line clips that included Ford! Can't remember the price of the clips but they were not two exspensive. You will just have to do some Ebay searching. But I have yet to use them because after checking the ty-straps several times over several months they are holding just fine. Probably will install the new clips when I put the next fuel filter on. Ford I have been told sells the clips with the fuel line for an ungodly amount of money so I feel these are your two best options.
Just completed a fuel filter replacement on my 2000 Flex Fuel 3.0. Plastic clips both white (Horse Shoe Shape) and Green can be purchased at Advanced Auto Parts. $6.00 per box, 6 clips to a box.
The advance parts are white in color. I found the plastic clips for Chrysler will work in place of the ford green clip. The package was identified as Chrysler/GM 5/16's & 3/8's In the upper right corner of the package the is a number 800-016
Inlet Side with "Horseshoe" Clip. Pop the clip out and slide the hose off the end of the fuel filter. After the clip is removed, it is just held in place by o-ring friction.
Outlet Side. Remove the metal retainer clip by sliding upward. Using the special tool or something similar, compress the 4 metal fingers inside of the connector mouth in order to get the outlet side hose off.
