I would say it needs a cleaning but when mine needed cleaning it would do it at all temps not just cold. Make me wonder if your unison ring is binding.
There also might be a parameter within the PCM that controls the VGT at various temps that out of spec or the VGT sensor might be dirty/malfunctioning.
Just throwing out some ideas.
When was the last time you were in there? Did your unison ring looks ok and if so did you give it a light coating of an anti-seize lube?
Here's mine with a light anti-seize coating. I don't get barking at all.
mine does it to id leave it alone. if its not sticking then i would just leave it till it starts cuz all mine have barked when colded. i think its just the nature of the beast

Well a little wear from the solenoid that drives the variable geometry is probably OK and I could see the wear gradually causing a problem however that being said if the wear was the only factor giving you the barking problem it would happen at all temps. I think you have something else happening but I honestly don't know enough about it. My barking problem happened at all temps and was fixed by giving it a good cleaning.
Barking when cold like Rdunagan's might actually be normal and mine might be the freak non-barker so hopefully somebody will come along to clear that up.
a worn ring can allow over travle of the cam causing it to hang. a change in temps can ruduce the amount of over travle or hanking up do to parts expansion.
also high bender is that high temp anti seize? if not what temp does to change states? I have found when you bake the stuff it can sometimes make things worse and it acts more like a thread locker.

MMMM..intresting...I might order a new ring and then install it/clean the turbo and see what happens

Yeah, I used some high temp. I rubbed it into the parts and then 'power' wiped it off. Good call on it baking on and making it act like a glue I figured it would probably goo up especially with the heat and soot.
