I think you mean you want to pump them up. The recommended procedure is to place them upright submerged in oil and using a pushrod cycle the plunger until you get resistance.
However, what has worked the best for me is I take my oil can with the pump lever filled with the oil I use for assembly and pump it into the small oil hole on the side of the lifter. I have modified the spout on my can with a slight concave on the tip to fit the contour of the lifter for a better seal. Or a small hose fastened to the end also works.
It's probably overkill 'cuz if (? when) you prelube the engine and you do it before the valves are adjusted (leave them loose) the oiling system will pump up the lifters.
