My little scan tool in the hands, without argument of an amateur, have saved myself and several others a large amount of money. Mostly from miss-diagnosed issues from dealers. A tool, like all others in the box, to help repair things myself. Would not be without one. To the OP, yes the AE can do these tests.
In all actuality, a scan tool is only as powerful as the knowledge a person has about how certain vehicle systems work.
If a person doesn't know WHAT they're looking for or HOW to interpret the data that will ultimately cause these "codes", then the tool is just a code reader. Nothing more.

Cody, sorry if my stepping in earlier misguided your originally intended message. I just would hate for someone to get the impression that you aren't the helpful type because you have probably given me more good "free" advice over the phone than anyone. Between you and Clay, I have learned a ton about my truck that I would've never understood.
Oh no, Bob. It's not an issue. This is the internetz: you can't please 100% of the people 100% of the time. Besides, I don't personally know ANYONE here. That makes it really hard to be a people-pleaser. All we really have here is impressions and opinions.
I'm brutally honest. I'm compassionate about what I believe in. Some others are that way, some aren't. I make a terrible salesperson.
I work as an aircraft mechanic and have for 40 years ( am I old or what!) and get the same complaints.
Why are you taking so long and why are you charging so much to fix what turns out to be a simple problem.
I have got so I don't even try to counter all of the mis-information and just plain wrong stuff I see on the internet and hear from friend and co workers.
Let them believe what they want and do what they want.
In the end when they still need it fixed I will try to help.
Some times I help, some time I don't. But at least I try to be honest about it.
Thanks for everyone's comments. I read through the "Winter Cold Start" sticky where they mention issues with the injectors and how a balance test could possibly point to the injectors guilty of contributing to the symptoms.
On occasion I notice a very slight miss and with the high miles on the engine have been considering how much the injectors might be contributing to this miss.
I will run the tests on all eight and will definitely consider the comments regarding #3 and #8 cylinders with respect to the CPS.
By the way Cody, as I write this I am sitting in the hotel in Helena, MT. I have been working up in Havre, Whitehall, Townsend and Belgrade. Wow, what great country!
Wouldn't using an injector break out box be a more reliable test. Since you can shut each injector off individually. You would be able to see which cylinder is not contributing as much and wouldn't be letting a computer tell you what is wrong.
