are both of your tail-lights working? and the upper one?
sounds weird, but a blown brake-light bulb has been known to prevent CC from working
also, do you have LED bulbs? If so, you might have to wire in a resistor

take off airbag....check wires near the plug for the clock spring for indentations...it is likely grounded out to the back of the airbag housing...there is a lip that cut into mine...3" of electrical tape and it was fixed
