wipers wont work

wipers wont work
the wipers most of the time dont work on this 2001 Expedition !that is both front an rear, where do i start??i have checked fuses in the box under dash an under hood,an every thing is good with fuses..sometimes you turn them on an they will work,but most time not .please HELP ME!!

If yours looks like this i have one you can have for 10 bucks plus shipping its brand new.
