I also have wipers that will funtion only in fast on a 94 Exploder.
DON'T replace the whole turn/wiper assembly as it is not the problem. Small consolation, I bought it used for 50.00.
Ford seems to think it's the governor, but I can't find it.

I finally found it, under center of dash...plastic module
Cost $70 for replacement, only to find the old module came apart, and there was a bad solder joint on one leg of the control relay....easy fix with a soldering iron...but you cant take the new part back..
I think I found it, but it doesn't have the same part number that Ford told me.
Box about 1"x2x3, with 6 flat coonections? I opened it and didn't see any bad solder joints.
Don't want to make the same mistake buying another wrong part.
Found It!! A bear to get out.
Opened it and it looks like no bad solder.
Guess I'm back to the U-Pull-It to get one, I think they'll exchange the multi switch.
Man I hope that is the problem!!
i;ve found the relay for the washer motor, its behind the passenger side headlight along with the relay for the blower motor!!!! It only took 8 months of searching to find such an easy part to change and make all right!!! Hazaa!!
I found it as well. Replaced it and it still doesn't work right. Now I get one speed (fast) and then after 30 seconds it stutters then stops when I turn it off it will reset after a bit. The other odd thing is the alternator idiot light twitches with the pulse of the wiper motor. Ford=Crap!
