If the switch is the most likely culprit, is replacement of the unit at back-yard-mechanic level? If so, would someone "step by step" the process for me?

The park, low, pump and intermittent circuits all go through the govenor. The high circuit bypasses the govenor pt# SW-2338 (17C476)
I'm starting with the $27 govenor. I'll let you know.
FYI- I posted this snag on another Ford site as well, with the idea that casting a bigger net will improve the chances of getting a reply. Will keep you posted.

I tested the wiper motor park circuit by 1st connecting the red lead (from the motor) directly to the positive then 2nd jumping either the white or blue wire to the black. The motor did not park. Uninstalling the motor is a real treat. Make sure you have a 8 year old handy because an adult's arms and hands will have trouble working through that small service door trying to remove the bizarre Jesus clip. This is where you'll want to slap a Ford engineer up the side of the head.
This weekend I'll try to install a new motor to see if that solves the problem.
I am not sure the problem with the park is related to the intermittent and low circut problem I am having.

So much for the Multi-Function switch. Spent $105 plus tax after being assured by a Ford Certifed Mechanic that the switch is the culprit. Took ten minutes to install and the rest of the day to calm down (Ford won't take the part back; company policy).
I would really like to have someone tell me how to check the system and/or individual components with a muti meter so I can avoid the "process of elimination" method of troubleshooting.
Next cheapest item is the governor so unless someone can provide hard data on system testing that will be the next guess. By the sounds of your experience with changing the motor, the governor has got to be easier. Any idea where it lives? Gotta be behind the dash somewhere.

My motor did not park because the park circuit on the motor was fried. Why did it fry? I pulled the combo switch and it checked out okay. I'm not sure that when the governor (SW-2338) shorts, it also fries the park in the motor or vice versa.
So I hooked my new motor up, turned on the accessories, and still same problem, but the new motor still was parking.
Yesterday, I found a governor here in Arizona for $ 36.00. Slapped it in and everything works fine. Problem solved. So the governor and the motor were both bad.

Still not parking? Make sure the motor is grounded. There is a black wire that goes from a screw on the motor to a screw on the firewall to a ground strap. Maybe that wire is bad, so jump across that. Try again to get the wiper motor to jump park again. Replace the ground or motor if needed.

I had been going to the library. They have lots of factory manuals in the reference dept. Phoenix is a big city, so they have that stuff. A lot of smaller cities won’t have it. These Certified Ford guys can give you a print out or copy the pages for you. They owe you.

Intermittant and Low will sometimes stop (and won't park).
High speed always works.
I have also been trying to find the governor. I have the low side drivers dash taken apart, but can't find the little guy.
The 1992 was the last year for that particular style. One of you mentioned that the governor "brown box" was on the right side of the steering wheel down low. Did changing this help WIGGRP?
I'm also interested in the wires going to the motor within the engine compartment. The wires feeding the connector just before the motor are RED, Black, White, and Blue (with an orange stripe). I've seen reference on one of the other post that RED is 12V, and the others are CONTROl in some fashion. How are the control wires defined?
