he bought the truck from my other brother who put a new engine and had IP rebuilt by an injection shop in washington

After it dies, remove the fuel caps from the tanks. Listen for air sucking into the tank. If you hear air rushing in, the vent is plugged on that tank. A plugged vent will caus a vaccume that the lift pump can not overcome. Letting the truck overnight, will allow the tank pewssure to return to normal.
