The old mans 84 would not start, so checked the fuel filter and was empty. Filled it full of fuel, starts and runs for about 30 seconds and dies. Checked the filter and empty, so I changed out the lift pump. Still having the same problem. The hard line from the lift pump to the filter was stripped and a SOB to get off and now leaking fuel. Would that be enough fuel leaking and air intrusion for the lift pump to not get enough fuel to the filter? Sorry for the long post, but wanted to give you all the info.
I would replace the line, and also turn the truck over and make sure fuel is getting to the lift pump, and its pumping up to the filter, air could be causing a blockage, by the lift pump should pump enough to make it run a little, your filter should not be empty, thats for sure
judging by what you wrote, i'd say your either not getting fuel to the lift pump, or...its not pumping, and if its new...well they are driven off the cam so....draw your own conclusion

make sure it's not either a broken pick-up tube in the tank and/or leaking return lines, also at the tank..
My problem was that I had a broken pick-up tube and a leak where the return line hooks to tank (front tank).

The front tank was low, so I filled it up close to full, to rule out pickup tube. The metal fuel line that has a stripped nut is leaking fuel, so wouldn't that mean fuel is getting to the lift pump, but not to the filter. The lift pump bolted right up, so can I assume I installed it properly? Would fuel leaking out of the hard line from the lift pump cause enough air intrusion to keep fuel from getting to the filter? Any ideas where to get that metal fuel line? International wants $92.
there are two ways to put the lift pump in. the proper way is to tip the top up and insert the arm into the block, then tilt it down till you feel tension on the arm from the cam to screw it in. if you just stuff it in there, there is a good possibility the arm will go over the cam eccentric. if this happens, the eccentric will wipe out the pump arm as soon as you try to start it.
the last one i did had a bad nut on the line. i cut the line, got a new nut from NAPA, and reflaired the line. then i cut the steel line and added a short piece of rubber fuel line to extend it so it would fit.

just ditch the metal line.no need to pay 90 bucks for a short piece of low pressure fuel line.metal or not.
just screw in a fitting that accepts a fuel hose and run that to your lift pump.
if your leaking fuel,she's sucking air for sure.
this is what i did when i swapped to an electric fuel pump.but i can't find a pic that shows the fitting.this is the closest i see:

sorry forgot the size though.just take your stripped out metal fuel line with ya to the parts store.tell 'em you need a fitting to match the threads and a hunk of 3' low pressure diesel rated fuel hose.they'll set ya right up for pennies on the dollar compared to that stock metal piece.

On the 6.9 that is the fuel heater. Disconnect the wire and tape it off, as the heater is not needed.
