IPR is really an electrically controlled relief valve--Injection Pressure Regulator. If the IPR sticks or defaults (trash or no electricity) open all the HPO is dumped to sump and a no start condition results.
Yes, I'm still dealing with all the nomenclature. I thought I was uptown when I got my 93 chevy in 99 and had to worry about EPROM's and knock sensors. I'm used to carb floats, points and condensors, and "TWIST IT LEFT FOR A LITTLE MORE TIME" as go fast parts.

See how it starts in the morning first. It may never give you another minutes trouble. A wrench won't work without removing the turbo....you need a socket with a slot because of the electrical connector on the IPR.

Well.......ICP IS a sensor--injection control pressure sensor

25* isnt that cold, It should fire right up at 25*! I had to plug mine in at 25* to get it too start, but my FICM was bad! I am curious as too why you are cranking long at times, as my truck cranks long too! I have to crank mine for 3 or so seconds, let up, than crank again. It usually starts with in 3seconds on the 2nd starter cycle! Wonder if my IPR sensor is going?
