Am I correct to assume that the link is diagrams of the plugs on the speed control module on the inner fender? If they are that wont be an issue because I am going to swap all the wiring in the engine compartment anyway. just wondering if I plug the 95 wiring into the cab will it work correctly?

Cruise control not working. I have a 1996 F250 with a PSD. Last summer the cruise went out and does not work at all. Today I was looking for the speed control near the brake booster and there is none. Can you tell me where else to look?

The speed control function is integrated in the PCM.

I know on the later model diesel trucks/SUVs the speed control system is built into the PCM. My 1996 Ford Service Manual is a bit cryptic, plus I have never owned or worked on diesel model, but I suspect the same may be true for your truck.
