Two things -- the advance line shouldn't have vaccum on it at idle; it's supposed to be a "ported" line that only has vacuum at a higher rpm. Either the idle is set too high opening the port and allowing vacuum to pass thru or it's connected to a non-ported outlet. Bottom line, if it has full time vacuum it will advance the timing at idle and up the idle speed.

Second, a high idle is usually connected to vacuum leaks somewhere, if the advance problem doesn't fix everything then start looking for a vacuum leak.

I had a similar issue recently...had a vacuum leak on the transmission vacuum line that goes to the intake...I fiddled and faffed about for quite a while before finding it...hose was worn and rounded out at the trans. Once I replaced it, it timed in really quick.
