Can some one answer this for me. I removed the vaccum line from my fuel regullator with the truck running and fuel came out of the the top of it where you hook the line up at is this normal?

No. Your regulator is definately shot. If you're planning on doing any engine upgrades at any time then this would be a good opportunity to install an adjustable regulator. I picked up an Accel adj. regulator on E-bay for about $40. If you do this you'll have to check the pressure on the fuel rail after install to bring the press. up to specs. Probably on your rig 39-40 psi but check your specs to be sure.
Randy is no doubt right,ive seen several post on here on pulling vac line off the regulator to check it.they always say if gas comes out its bad.you also might need to change your oil,smell your dipstick,if it smells like gas for sure change it.when my fuel pressure regulator went out on my 93 f-150 i had alot of gas in my oil.
I agree with Randy & Chris. Change the FPR, the oil, empty the gas out of all the vacuum lines and check the 2 vacuum reservoirs. It's not likely any got into them, but I'd still check.
Try unhooking the battery for at least 5 min to make the computer forget how crappy it used to run. Then, over the next ~10mi of driving (don't just let it sit & idle), it'll relearn everything. After that, clear the codes, test drive it again, and check the codes.
