There is one at the water seperator, shuts the fuel off to remove the filter...?
I've changed the fuel filters myself, No fuel drains out of the tank when you take the filter out. I'm pretty sure the lift pump inside the tank or just upstream of the filter housing controls that. No power, no flow. It's not gravity feed.
The fuel cutoff switch mentioned is either activated or not. It's not something that will behave oddly. I'd check it anyway though. If you are really having bad issues why don't you just take it to a dealer?

Spinning the water seperator housing shuts the valve off, shutting off the fuel line. Not sure what the issue was, maybe the op just changed their filters, causing an issue.

I just took it to the dealer last week. They couldn't find an ongoing problem I'm having. During the "Cleaning Exhaust Filter" cycle the engine stumbles for 15-20 seconds at the beginning of the cycle. It's like it's starving for fuel during the fuel injection part of the cycle. It's done this since new. I've replaced both fuel filters. The dealer hss sent their diagnostics report to Ford.
Although it doesn't display "Low Fuel Pressure" it is acting like some kind of restriction. But then I don't know where the fuel line pressure sensor is located. I'll have to inspect the fuel line front to back I guess. A pinched line is never out of the question.
