The IPR is not cheap. You may want to pull it out ,take it apart & clean it before buying one . It could also be the PCM ,& or the IDM too . We are going to need to have you do some testing . Do you have a test light & DVOM ?

I hate to recommend anyone buy parts to try to repair a non running truck . Having a spare IPR is not a bad thing. Buying it to fix a problem & then having it be something else is a waste of money ..There are a few tests that can be done to narrow it down. most of them are cheap , before I will tell you to buy something . By the way ,do you have a spare CPS ?
nope no spare parts but my buddy has a 97 psd i could maybe borrow some parts.
The CPS is known to cause a crapload of different symptoms . May want to get one from Ford (about 25.00) & try it too . you will need a spare .
If you have a test light , On the passenger side of the fuel bowl ,there is a main harness plug for all the 12V items . Unplug it ifyou need to ,to test for 12v there ,with the key on. Or you can test for voltage right at the IPR itself . If you test at the IPR ,be careful.
OK i will call him and ask him to bring his rig over. if the pcm and idm were not working would you still be able to "pull start it" when i got it the guy had been doing that to get it started and thats how i drove it home.

No pull start with a bad PCM or IDM .
Your problem started after you did the starter right ?
no i bought this truck for cheap thinking it would be a pretty simple fix and i would have a cheap tow rig for my rock crawlers. so found this one, the guy said it had a fuel leak and needed a starter. he was parking it on a hill and rolling to get it started not sure how long he did it for but. i heard it run, watched him do it and drove it home 20 miles or so figured easy fix right. well i fixed the fuel leak easy enough and put in a new starter. along with everything else is stated above (glow plug, glow plug relay batteries, oil, but have never got it to run since. (about 2 months)
