So when I go to start the truck if I let the WTS light go out it takes a little to start. If I start the truck before it goes out it fires right up. Do you think its time for new GPS or relays.
The WTS light has nothing to do with the actual operation of the GPR or GP's. The PCM turns it on no matter what. If the truck is at operating temperature and the oil is warm the PCM will turn on the WTS light every time, however it will not ground the GPR when it is warm.
To test the GPR you need to check the voltage when you turn the key on with a cold engine. There are two large posts. One will have power all the time with the key on, the other will have power when the PCM grounds out the GPR. The second post should have battery voltage for up to two minutes depending on temps.
The GP's need to have a resistance check done to them at the VC connectors. You should have around 3 ohms or less of resistance on them.
Your glow plugs can stay on for up to two minutes depending on how cold it is. The best thing to do is test the relay and glow plugs. Usually, when it is cold I wait at least 20-30 seconds before starting. There is a sticky at the top of this forum that should help.

Sounds to me like you have weak batteries that get that much weaker when you let the GPs energize for a bit. Too much draw on already weak batts. You should have the batts load tested individually.
