Ok I have a friend with a 2003 psd 6.0 L . I have a AE he has told me in the mornings that when he goes to start it it will cackle real bad. Also the check engine light will Come on some times it will go off then some times will stay on for a coulple days. With the AE it retrieved Codes

P2285 = ICP sensor circuit low
Usually when that code appears, it means the ICP sensor voltage has fallen outside of the 0.18 to 0.24 volts the PCM wants to "see". And yes this can, and often does cause surging and uncommanded increase in engine RPMs. Have a look under the engine, just below the turbo. If you see an oil leak, chances are the sensor has failed. Replace an ICP sensor and wiring pigtail connector and it'll be good to go. This is pretty typical for 2003 model year 6.0L engines.
ok his truck looks nothing like the pic that was posted. Maufacture date 04/03.
That's because the ICP sensor on your truck is under the turbo, being a 2003 model year, NOT on the passenger side valve cover like the picture posted above, which applies only to late build 2004 and later model years.
Voltage at idel is .98 at 2000 rpm reading 1.24 volts.
But what is the voltage reading at key-on/engine-off? Is it between 0.18 and 0.24 volts?
The part numbers you need for YOUR truck are 3C3Z-9F838-EA for the ICP sensor and 5C3Z-12224-A for the wiring pigtail connector, if you're having trouble finding it from www.partsguyed.com.
