Did I understand that you pulled the timing gear housing when you pulled the pump, or did you take the 3 nuts holding the pump to the cover and just remove the pump.
If you only removed the pump and not the gearcover and gear, generally lining up the static marks will be close, then just move it about a lines width at a time until you are happy with it.
Genarally speaking you want the powerstroke rattle while the cold advance is on and it to quieten down when it goes off. The way I do this is make up a jumper wire from the battery to the cold start advance so I can turn it on and off, it usually takes me awhile and I wish I had the proper equipment to time it to specs.

timing has a lot to do with the operation of our trucks and if a mechanic does not have any clue what he is doing, nothing good will come of it. id have to hear your truck, then i could time you in. essentially, it shouldnt maintain rev too long like when it is in cold advance. ever revved your engine when it is in cold advance? it will maintain the rev on its own longer than normal. When timed correct, it shouldnt do a long over rev. It should be a nice heavy throttle with a sharp ending but not immediate. hard to explain.
