OBD II Fuse?

OBD II Fuse?
My Scangauge II stopped working the other week. (lost power) I figured there was a bad connection at the cable or the SG unit so I disconneted it. Now I go to plug my tuner in to reflash the pcm and it doesn't power up. So it would seem I lost power or have a bad connection at a pin on the OBD port. The scangauge works fine on another vehicle so its a problem with the port.
Is there a fuse for the ODB II port?
I checked the PCM fuse and its ok. The owners manual is vague.

Yes, the cigarette lighter fuse.

I'll check the cig lighter fuse.
The shop manual I have says fuse #3 (20A) only problem is I don't have a fuse in location 3. The 20A in the #4 is good.

Fuse #12, 20 Amp. According to the Owner's Manual.

Fuse 12 would be the horn.
It should be fuse 3.
Does the power outlet work?

2002-2004 uses a different fuse panel than other model years. What I posted is correct.

The service manual I have is older than my truck I have to get one for my 04'.
Fuse #12 was blown and I blew right past it when looking in the manual. I don't use the cig lighter so never had to deal with it before.

I have a 2006 E350 V10 were there is no power to the OBC connection. All cigarette liters have power. What could be the problem.
