My mom's 93 Explorer got 20 mpg on a trip from the Milwaukee area to the U.P. of Michigan once. Otherwise mileage was about what you are getting, maybe a little better.
My 96 Aerostar 2wd with 4.0l gets 20-22 mpg. I think it has 3.55 gears, and lighter due to no 4wd parts to haul around.
My dad's 94 Aerostar AWD usually gets 16-18 if lucky. Van has well over 200k on it. A bit lighter than most, he took the rear seats out, and salt has taken its toll.
The reformulated gas in the Milwaukee area might also be part of the problem.
I got a high of 24.3 on my son's '05 Mountaineer 98% highway at 70/75 mph. He's lucky to get 16/17 mpg around town with a 60% city/40% highway mix of driving. And that's with a V6 of whatever size it came with.
MAF sensor were bad it have wire broke so put new one then mpg went INSTANT to 15 mpg.
Have extremely annoy misfire and still get 15 mpg. It turn out I have bad coil pack. Replaced that one and got 19 mpg in CITY then winter came 2 weeks ago. Now mpg sank from 18.79 to 17.04-17.59 mpg.

3.55 would kill automatic. I check cooler it was pretty WARM that I don't feel comfy so I think 3.73 is alright until I put smaller tires then 3.55 should work ok.
I don't think you are going to get much better than what you are getting. Would have to start taking things out like 4wd hardware and seats to get weight down. Winter gas also gets less mileage. The area might have switched over by now, not really sure.
I been study with vacuum gauge first. I put in neutral and rev 2k rpm. vacuum were 16. That is wrong it supposed stay 20 or higher that show exhaust is clogged.
Remove old muffler and peek cat converter I see it been tamper before so they left half inside it upside and block exhaust pipe. What a pain in *** to remove.
I notice dramatics improve in accelerator and transmission is firm tight. It would used to shudder after city drive due heat from cat put all heat to transmission.
I drive on highway I could notice I can hold vacuum pressure best than before.
I drive about 37 miles to work each way and about half of its highway. I'm usually doing at least 65 up to 75 and i average about 16 MPG. Trucks a 97 XLT with a 5.0
My 95 F250 with 5.8L I could get 15 mpg at 80-90 mph while it only get 15-16 at 65 mph.
Well I been fix all issues so I be make 700 miles trip tomorrow that at $3.00 gas
Every vehicle is different and that would explain the different tunes built/programmed into the ECMs of the same engine in the identically equipped truck or car of today. Due to government mandates the manufacturers have to reach certain emission and economy standards. Most of us know that each engine is different and there is a "sweet Spot" where the engine is most happy and that is where we get the best performance and/or milage.
To make clear that F250 used to have 4.10 that was BIGGEST killer on my gas budget it would get 9-10 mpg no matter how hard you try. cruise 50-55 mph on highway. I put 3.55 now I able to get 15 at 80 mph.

Got best mpg and some issues
24.9 mpg at 60-65 it sweet spot and rpm were 2K. it 130 miles for those so I stop to refill due cheap gas price in area since up North are $3.15.
Then DPFE's rubber hoses pop off when I drive to big hills in wood that affect BIGGEST issues. Mpg went like 14-15 somewhere so I arrive to cottage. Pop hood there were hose pop off exhaust. I put clamp on it.
Then drove to home. half way it got 19.89 mpg at 55-65 mph but there are LOT LAG on engine or tran. Refill gas tank 1 more then went home it look like it back to 21-25 by judge fuel gauge. It still full at 130 miles so that is good than before it would be 80-90 miles.
I am think I put wrong aftermarket muffler on it. It become BLUE on steel pipe to muffler. I think it came from 85 Ford Cougar with 3.8L I got for free it was brand new in box.
