Then you have a wiring problem. Without RKE, that light gets power from Fuse 8, which gets power from Fuse S, which is connected directly to the battery (hot at all times). With RKE, it's on the battery saver circuit, which is controlled by the RKE module, but still should be hot at all times (unless the module thinks it's running the battery down, and kills that circuit).
