Headlight on no tail lights
I turn on my headlights and all other lights DO NOT come on, no tail lights , no dash lights no marker lights, if I put light switch in parking light position there are no lights on. BUT somewhere between headlight position and parking light position I can get the parking light to come on. Plus the dome light flickers.

Well, start with the basics by checking for any blown fuses. Your owners manual will tell you where and which ones to check. Can't tell you since you don't tell us what vehicle you are talking about.
Sounds like your headlight switch is bad. The switch is known for aging and going bad. Not hard to replace, just need to remove the dash cover and swap out the switch. As with any electrical work though, disconnect the battery so you don't short things out and cause more problems.
