Wink 94 Explorer Speedometer jumps

Does anyone know what causes the speedometer to jump from 55mph to 70 mph when driving at a steady 55 mph? I can hear a noise that sounds like an electrical arcing when this happens! I checked into a speedometer shop, they stated they remove the unit and do a quick change on the back of the speedometer! $165.00 ( of course ) .. They also said it was really common.
Has anybody repaired this themself before?
Thanks
Tom

Your 94 speedometer is purely mechanical. If the cruise control still works, the gear in the drivetrain is still good.
