Before improving the intake side of the engine, first upgrade the exhaust side with headers, 2.5-inch tubing, and free flowing mufflers.

When you get that done, then think about an Edelbrock 2105 or 7105 and a 600 to 650 cfm carb with vacuum secondaries.
For a low-buck 4V intake, consider an OEM 4V factory intake. But that lunker weighs 80 pounds compared to 22 pounds for an aluminum manifold.

In order to get the maximum performance potential out of a carburetor and intake change, you're going to need to upgrade the exhaust system (as HIO said) and, you would need a better cam to take advantage of the better ingress and egress of the air/fuel mixture.
Rear end gears, with a more optimal ratio for the combination would be needed as well, depending on what your current ratio is.

My son has a 1970 F100 with a 360 engine and he wants to do the same - put a 4bbl on it. We were told a Holley carburator would be the best. Is that true? How do you know which Holley 4bbl would be an easy fit on the 360 engine? It is still in stock condition, so it has a manual choke. Where do you suggest we look? This truck previously belonged to my favorite uncle and I remember when he bought it brand new in 1970 and drove itover to our house. He was so excited, because it was his first brand new vehicle. I still remember when me and my cousins would ride in the back when we drove up into the mountains to go camping. Can't waitto get this truck back in shape for that.

Is the truck manual or automatic?
Even just dual exhaust will help, be sure to have a balance pipe between the pipes. Trying to remove the top row of bolts that mount the exhaust manifolds to install headers could cause some problems as they are known to break off then you are swimming in a can of worms.
Convert to a Petronics ignition. A 650 Holley is more than enough for a 360. Check the compression and also the timing chain and gear should be checked for wear.

If you already have a 4 barrel intake or are lucky enough to find one, the Holley 600 CFM 4-barrel/vacuum secondaries works nice on a FE360. If you want to keep the manual choke, or change to an electric, that's easy too. I tuned it with a vacuum gauge an got 20" of vacuum, and it runs nice. Agreeing with everyone on the exhaust upgrades too.

I have a 1971 F100 360. I inherited it from my grandfather. Cheap carb that was on it was junk. I happened to have a rebuilt 500cfm holley marine elec. choke carb sitting on the shelf as a backup for a boat. I ended up jetting that carb to #82's. The truck is now a sleeper. It had been starving for fuel its whole life. It has true dual exhaust now also.
