There's 2 electronic solenoids on the HPOP, pressure control valve (PCV) and volume control valve (VCV). Neither is serviceable. So, nothing is wrong with the pump components, just an electronic solenoid. Ford issued a reflash that widens perameters on the valves, which sometimes works. It was an attempt to correct another of Navistar's problems.

Think about this one, when it would do it, it would also dim the lights (that was important). In the pcm connector, pin 39 is the FRP (fuel rail pressure) pin 16 (next to 39 but above it) is the generator (13.5 volts). They were shorting together internally when hitting a bump, setting FRP too high, and dimming the lights (13.5 volts going to 5).
What was the fix for this? I think I am have this happen to me. I have these very same symptoms.

Mine goes into the local Ford dealer tomorrow. I will post what I find out. I have been told by several people that the diesel tech there is very knowledgeable and honest.

Ok. I have had mine back from the dealer for almost 3 weeks now. They did the reflash and found that the drivers side battery was having issues when it would get hot. Replaced both batteries. I have pulled my 15,000 pound toy hauler about 200 miles now with no issues.
