A lot of this depends on what your budget is, and if you're doing the work yourself.
What budget are you looking at?

What year is the motor?
Go find a set of used aluminum heads from a mustang guy that is upgrading... like the Eddy Performers, put a complete exhaust system on it with headers, put the Comp 35-349-8 cam in it and the motor should make over 300hp at 5500rpm give or take. The powerband will be 2500-5500rpm which is as low as it gets with this motor, axles should be geared to utilize that rpm range while taking into account tire size, so 3.73-4.10s are the bare minimum. This level of upgrades requires MAF and a tuner to make the larger than stock injectors and MAF meter cooperate with the PCM, an aftermarket EFI system, or a carb conversion so I hope the budget has room for that too.

How much minus the exhaust (I already have hooker long tubes with true dual magnaflows) do you think the upgrades will cost. It is a 1992 so hydraulic roller cam.

I'm doing all the work myself so I need stuff that doesn't require machining and max budget is 1,700
