If your going to sandblast the frame, than POR 15 will not have any problem holding up or sticking to the frame. Sandblasting is usually always recommended as the ideal starting point, even though it can be painted directly over rust. I used Chassis Saver by Magnet paints and am real happy so far with the way it worked. Rust Bullet claims to be better than POR 15.
Your going to find different claims by different products no matter what, so whatever you use is up to you. I've heard good things from most products along with bad things. I have heard the best things from Rust Bullet and Rust encapsulator products. I liked Chassis Saver so far, but than again my frame hasn't been on the road yet to see actual results...
Not to say POR 15 is a inferior product, because I have not used it, I'm sure it does a great job. I just thought It was real expensive compared to some of the other products I have found that claim they do the same thing is why I went with different product. I was going to use POR 15 at first. Anyway, bottom line......a blasted frame is ideal.
Used por-15 last year on my 51 frame and it was on the ground until this past saturday when i put it on blocks and was actually surprised that the rust had not come back through after laying that long. Por-15 is pretty good, imo. Have not tried rust bullet, yet.
