97 7.3 cranks no start no tach just about all things replaced

new Ipr,new cps 3 of them new gpr and glow plugs, vale cover harnesses new, new icp hpop level good wits comes on batteries good starter good.i do get smoke out of tailpipe New fuel pump, tanks have been dropped sending units redone. I don't know what next. Worked fine last summer sat for winter won't start

Probably a stupid question, are all the fuses good?

So where did it lead you? Do you have access to a scanner that can read live data?

Crank with no-start AND smoke while cranking = Bad glow plugs or bad glow plug relay.
Or worse, some, but not all, of your injectors are good and trying to fire, but can't because the engine needs more than 2 or 3 injectors to fire it up.
If you've replaced the gp's and relay, confirm the relay is getting a signal from the PCM and it's actually working sending current to the glow plugs. There's part of the PCM that controls the relay that can go bad. Double check to rule that out.

how can I tell if the injectors are with no start and how can I check PCM signal

also icp and Ipr sensor are reading the right pressure

What temp is it outside?

White smoke and if smells like diesel, could mean injectors are firing

What RPM is it spinning at?

Are glow plugs working?

what is fuel pressure with new pump installed?

Tough to say. If you can do a Buzz test, listen for strong buzzes. If you only have 2 or 3 that are strong and 5 that are weak it'll never start.
Did you confirm that the glow plugs are actually coming on?
