Warm or cold out should not matter. I can see the window moving slightly slower in the cold, but to not operate at all...that's not a dirty track issue. I'm sure you're going to find that the window lift motor will need to be replaced.
Like I said, the problem is the window lift motor.
But if you're determined to go through all the steps...clean the regulator tracks with a can of good old carb cleaner, but clean the glass tracks (with the felt in them) with regular liquid dish soap and water. For the regulator tracks, use a white lithium grease and for the glass/felt tracks use nothing. (Using any kind of lube on the felt will actually increase the drag on the glass.)
Regular everyday hand tools is all you need.
A tip for you: The door panel lifts up and out, so don't pry it straight out or you'll snap off the plastic hooks.
