Inherited a 93 aerostar 4.0 with no owners manual. Can anyone describe the proper method for checking the power steering fluid level?

The power steering reservoir is equipped with a built in dipstick, one side marked "COLD" the other "HOT". Just fill to level indicated depending on the engine condition. Better to run just slightly underfilled than overfilled. Usually on the 4.0 reservoir the level is just barely visible when looking in from above.

Should I check when running or with the engine off?

Check with the engine off. Otherwise, there is a very busy serpentine belt whirring away just below your forearm when reaching for the P/S reservoir that could inflict serious injury.

I suggest you Read your owner's manual as this is very poor advice.

How do you see air bubbles? While its OFF.

Also, how do you vacuum bleed the PS fluid?

When, its off.

I think not.

You're right.

I forgot to disconnect the battery.
