I have read the specs for Mobil Delvac 1300 and for Shell Rotella T. It appears to me that Mobil has a higher TBN rating and higher flash point. This makes me believe that Mobil is the better oil, but most posts I have read point towards Rotella. Anyone care to chime in and explain to me what is better?
Well, here is some food for thought. These are virgin oil analysis of the Delvac 15-40, Rotella t 15-40, and Delo 400 15-40, all are popular choices. Items listed are the ones with values otherwise values are zero or insignificant. All flash points are over 400F.

TBN 10.63
If you like moly then the Delvac is the way to go. If you prefer a better base stock then the Delo is the better choice. The Delvac according to the package should not have a much better TBN then the others. The choice is yours- they are all good oils.
Are there any silicon values on the VOA of these 3 brands?
If I'm not mistaken, that's the anti-foaming additive, definitely something you'd want to consider with the PSD's hydraulically actuated electronically controlled unit injectors.
I've seen VOA reports of Rotella T with 2ppm silicon, and Delo 400 0ppm silicon.
If it's not significant, what else is used to prevent foaming when used in high psi applications?
