Looks just like something also seen on the 94 to 97 Strokes.
ATS 3" turbo outlet flange left, stock Ford right.
The 93 - 94 IDI turbo was a Ford re engineered ATS turbo system.
Bad news, ATS no longer has the turbo outlet that the 3" down pipe fits in, they are back ordered, maybe permanantly.
I know Ford had Strokes running in 93 when the IDI turbo was introduced.
And they made sure the IDI at 190 HP had less power than the new Power Stroke engine at 215 HP.
If you could get the ATS turbo outlet and 3" downpipe and get rid of that tiny exhaust pipe and muffler, you will here whine.
The down pipe is the piece of exhaust that comes off the turbo and runs down the back of the motor... hence the name down pipe The stocker is a joke, its smashed flat like a pancake. Buy an aftermarket 3" to 3.5" down pipe and lightly modify the firewall for more flow, lower EGT's and more turbo whistle.

You can buy adapters to go from 3.5" to 4". If you are trying to get a 4" down pipe in... good luck. Pull the motor and get ready for some heavy firewall modification.

Yeah it's a tight squeeze for sure. By heavy firewall modification, I mean removal of engine, and cutting large pieces of the firewall out and welding new pieces in. I stole this pics from a friend of mine (strokersace)...
