I have the correct spotlight for my 64 F100 but need the template to properly place the mounting holes in the cowl. I have tried to get this from Unity but have not been successful. They want me to buy the complete installation kit ($80). Does any one of you have the template they could copy and send to me for a nominal charge?

I bought a factory Ford spotlight off of eBay not too long ago and the guy made templates for me along with several photos. I have not installed the spotlight yet, but I could certainly forward the photos and scan a copy of the template for you. Send me a PM with your e-mail and we'll go from there.
The factory spotlight kits (right/left were available) came with the installation instructions and the template to cut the mounting hole for the bracket in the cowl panel.
$80.00 for the complete kit is a bargain, when you consider the 1966 price for the kit (C1TZ15313A-Left / C1TZ15313B-Right) was $24.95.
Most people are unaware you can still buy the spotlight kit from Unity. I've seen people buy rusty old turds at swapmeets for more than 80 bucks.
These spotlights pop up on ebay all the time, 90% of the time, the sellers have no clue what they actually fit.
The cowl panel mounting bracket and the length of the shaft are the major differences.
The same heads and handles were used on myriad passenger cars, trucks, Bronco's and Econolines, and other make vehicles as well.
You can still buy brand new spotlights for these trucks from the same source as Ford did: Unity (unityusa.com). Unity also has all the individual parts including the mounting brackets.
The templates came with the 'genuine' FoMoCo spotlight kits. I dunno if Unity still has the templates, so contact them and ask.
