e99, cali, and manual trucks all came equippped with cats from the factory. Anything else did not as far as I'm aware.
Also you can just swap valve covers with a newer engine tell the smog boy that you put in a newer, non-cat equipped engine. No laws against putting a newer version of the same engine into a truck as far as I know.
