I am fairly confident that it is a a stock piece also, the answer of heat shield makes sense since the exhaust is on that side.
Now that I have looked at the picture again and I think it is to prevent the muffler from coming in contact with the surface.

It's a Prius deflection device, it keeps the little ***** of pretentious fluff away from the tank and exhaust when you run over them...
